Two reasons - the equipment is already fitted (on Tangaras at least) so no
modifications to the trains would have to be carried out, and the guard's
door would not close immediately with the rest, so the guard would be able
to see if anyone was trapped, people approaching the train, etc., etc.

He tried - but the Democrats blocked it. Instead we are stuck with the
ridiculous situation whereby security cameras pick up a supermarket cashier
pocketing money out of the cash register, and instead of dismissal, they
have to receive "counselling".
