Its not TRAMS per se, it the fact that tram validators in Melbourne
are not under the supervision of the driver, as they are on most
busses.

The validators on the ferries in Brisbane are also not under direct
supervision and I notice that not everyone validates on them either
but everyone does validate on the Brisbane busses.
