As a Sydney person who made numerous visits to Melbourne when trams
still had conductors it was noticeable that there was a high degree of
fare evasion on the trams, much higher than you would see on one person
operated trams in Europe.  Fare evasion is obviously continuing and if
we are honest it obviously has nothing to do with the absence or
otherwise of conductors or the form of transport (trams, buses or
rickshaws) but rather the opportunity to fare evade just like in Sydney
between unmanned stations on the CityRail network.
