Their system is scan on entry, scan on exit and they pay per km travelled.
There's an extra $1 added per trip if you don't have a transponder thingy
(whatever their E-Tags are called). It should be possible to do that here
with the current toll scheme, just a matter of adding toll gantries (sp??)
in at all exits/entrances. It would take the time problem out of it as I
don't think you can get from entrance to exit in less than 1 second =)
