Some of the orginal plans were to have two gantries, but the problem of
people changing lanes then needs addressing.

Another plan was to have two gantries on each entry and exit ramp, where
the speed would be less than 100 km/h, there is no problem of changing 
lanes.  The with one at entry and exit you know where the person got one
and got off and toll the right level.  (But you would need ones at the ends
of the tollway.  There are 4 ends)
