This depending on the constructing Act under which Parliament authorised the
building of the line.   Many country lines, and I think including the Broken Hill
line, were built as "unfenced lines" as an economy measure.   Train drivers are
required to take "reasonable care".

I note that many country roads are totally unfenced.
