While it is correct that "rust never sleeps", it is also correct that
operation racks up a lot of expensive wear and tear which can be
avoided by sensible static conservation of exhibits.
Pragmatically there has to be a balance between operational and static
conservation of steam exhibits and for any large collection only a few
items can resonably be maintained in operational status at one time.
