Victorian sg conversion

As I was reading various posts relating to high-speed lines from
Melbourne to country Victoria, sg to serve north-west mineral sands, and
diversion of sg freight via NSW because the sole link west was cut, it
struck me that conversion of most of the state to sg is highly logical,
and eminently achievable (even to Warrnambool and to Bairnsdale): the
whole split of Hillside and Bayside was made so that Bayside tracks
could (and should) be converted to sg; Hillside ones needn't be. The
only rough spots would be Flemington Racecourse, and bg access to
Newport Workshops (achieved via Tottenyam & Brooklyn).
