The only requirement for leading for leading in Victoria would be that it
carries V/Line radio, and was inspected for safety at Albury. Aside from
that, it would depend on the circumstances as to whether the crew lets it
lead. For a heritage unit on a fan trip, it would not be a problem. If
4201 was leased by a private freight operator, it probably wouldn't lead.
