IIRC the only ST21 Master Key Locked points are at Inverleigh
Gheringhap, Inverleigh and somewhere else.  Now that the Adelaide
Rail Track Corporation has abolished all Victorian involvement in
the operation of the signalling, who holds the ST21 Master Keys
for this corridor?  Nth Geelong C?  Newport?  West Tower?  Anyone?
