Its probably worth pointing out in relation to Federal Budgets and the lack of 
funding for rail ,that most observers have obviously forgotten one of the 
fundamental constitutional problems with Rail in this country.
Our constitution specifically spells out that Rail in Australia is exclusively 
the responsibility of the States ,unless such States agree to hand over their 
railways to the Federal Govt as did the SA & Tas Govts.
The issue of roads is not covered which makes it a lot easier to come up with 
funding arrangements.
