Yes.
It seems to depend whether the kids outnumber the commuters or vice
versa.

Its similar here. Secondary students buy and all year ticket (a couple
of hundred bucks when I was still at school five years ago, probably
more by now).

Tertiary students on the other hand have to pay $111 for the privelige
of a concession card and then have to buy concession tickets (monthlys
is as economical as it gets)

so secondary = $5 card + ~$200 pass = $205 p.a
tertiary = $111 card + 12 x ~$35 monthlies = $530 p.a

Though here, student passes are valid all the time including weekends.

Not a very good comparison. Loans and credit cards aren't an essential
service. Everyday transaction accounts are and most banks offer some
sort of special arrangement for students and pensioners.

Well, they should still get appropriate discounts. Its easy to carry
students and pensioners at half price - and even offer a limited number
of freebies, as a lot of cinema's do - provided they don't make up
almost the whole of your clientele.

I agree that there should be a fee for student passes.
