The 1700/1720 class looks very different to a VR 1st series T class. In fact I
would say they look more like a WAGR J or a VR Y class than a VR 1st series T
class. The 1400 class looks almost identical to a 1st series T and the 1450
class is just a longer Co-Co version. I think a 1400 or a 1450 deserves the name
"Flat Top" more than a 1700/1720 class loco.
