There are only two options?

Is it not an option to improve services so that people will actually
WANT to use the trains more?

Is it not an option to enter into effective negotiations with RAC to
reduce the bustitution processes which have effectively halved (or
worse) the willingness of passengers to travel at weekends, thereby
destroying much of the weekend fare income? And is it not an option to
manage more effectively those bustitutions which do occur?

Is it not an option to provide some effective fare evasion prevention
strategies which will cause people to pay their fares, instead of fare
payment being effectively a matter of choice in many instances?

Is it not an option to do more effective marketing to induce people to
travel more by train?

Is it not an option to introduce a greater range of ticketing options
which will make train travel more attractive?

Is it not an option to construct and implement a list of effective
options?
