Jack,
Part of the problem here is the company that provides access is government
owned. Like just about any government they are out for as much revenue as
they can possibly get their hands on. (The more trains we can get on the
rail the more access charges we will receive).
Maybe what is needed is some sort of a penalty system for the access
provider.
e.g. If they a train leaves on time from its point of origin and it suffers
no mechanical problems on route, then if it arrives late due to the track
access authority not having the necessary infrastructure, or due to some
other operators train running late, then the company running the train on
time would be re-imbrued part of their access fee by the access authority.
Just a thought.
