  In NSW the Safe-T-Cam system does just that and it has been around a
long time. It detects a vehicles size, takes an infrared picture of
the number plate (when first put in drivers were turning off
headlights to attempt avoid being photographed!!) then reads the plate
and sends it off to the main computer for processing. Admitingly it
doesn't have to be as quick as the City Link system, but quick non the
less!

  Why the Vic's couldn't have used a toll system like on the Sydney M2
is beyond me. Melbourne's system seem ok if you are a regular user but
a pain in the butt if you are a visitor or ocasional user, and what
for to save having a few toll collectors. (For those that don't know
the M2 has gates, but some gates are only open to e-tag cars, who must
slow down a bit, but don't have to stop like on the M4 or M5)
