I don't think FV would give up easily in trying to get control of VLP:
the efficiencies of a uniform heavy rail operator are obvious in loco
and crew utilisation, timetabling and safeworking...... 
(eg., all those underutilised N classes, with HEP to keep the fresh
produce containers cool from the northeastern markets they're after).
