The auditor Generals report also said that there is no longer any way
to count the number of people using the system.

An analysis of metropolitan rail patronage levels which assists in
monitoring fare evasion was not possible due to the removal of passenger
counters pending the installation and operation of the automated ticketing
system.
       Paras 3.3.35 to 3.3.40"


And the newspaper articles saying that Metcard can't count the number
of people using the system, therefore can't do fare distribution?
