I think what they both trying to say the following:

1. Railway operator like QR have to bear all the cost of
track/infransttructure maintain, whereas trucks only have to worry about
their fuel cost, Qld government and QR protects railway operation and keep
rail share reasonable.  This can only be achieve if QR is monopoly or QLD
government offer advantage/subsidy to QR (such as trucks not allow to carry
coal, cattles carry by trains etc).

2. Rail have relatively low share over land transport, most of the rail
operators fought hard enough keeping their business from
trucks/buses/plane/ships . Open access would be a suicidal mission for any
rail operator.

3. QR only made into profit very recently, unlike Telstra/Qantas and
Commenwealth bank. And the profit they make compare relatively small with
Qantas/Telstra. If QR made as much as Telstra then it would be fair to open
access to other competitors.

I'm also not sure if is fair to compare QR's rates with rail operators from
another country. Economic situation varies from places to places.
