Why should they.  The Queensland government are only protecting their investment.  Remember, the Queensland
government has spent more on railways in the last 5 years than the Rest of Australia combined, with their open
access policies  which have been the recipe for decreased rail spending as governments get out of the industry.

For most operators if their not using 2nd hand QR equipment, they will have to purchase/lease new rolling stock due
to loading gauge/axle loadings. Which is INMO the biggest impediment to third party access.  Having running rights
is one thing, having the rolling stock is another.
