The reason for this is the single line between Greensborough and Eltham.
Greensboro to Rosanna running time is exactly 10 mins.  Trains have to
cross at GRN, and in a 20 min frequency, cross (or 'pass' in a double 
line section) other trains (in the up direction) every 10 mins.  This
results in the above situation.  It wasn't a problem when Eltham was a 24
min frequency line.  (1987)
