They might make it so that down trains go first, the Bunyip - Longwarry was
set up so that at up train didn't have to stop.  This being that a loaded train
would not have to stop on the steep down grade.  

So Rossana - Heidelberg could be set up so that down trains get to go first
(ie they set up single line about Ivanhoe, but up train not until after Macleod)
During peak hour or late running the panel could just be run manually.
