I don't think ANYBODY has suggested that Melbourne should NOT have
conductors.

You have said that people have not paid their fares. Nobody has said that
they, themselves, have fare evaded, but several people have said that people
do, in fact, fare evade (you do not need to be a rocket scientist to know
that).
