It was installed to run vacuum cleaners, etc.  It is powered by the 1500V
inverter which outputs three phase 415V power to run all auxiliaries n the train
(like A/C, headlights, etc).  The supply is fairly clean and constant, except
when the Static Inverter drops out under heavy braking.  I have done a lot of
work on tangaras with expensive computer equipment plugged in, but we used a UPS
for when the SIV shut down.
