Just remember that what the Cain/Kirner government did was passed by a 
Kennett run upper house.  For the time in office for Cain/Kirner the upper
house was run by Kennett (with the expection of Alan Brown, and a period of
about 3 months when Labour ran the upper house).

That's the other issue people say the Labour government won't get anything 
through the upper house.  What did they do in the 1980's then?

Well the contracts end in 10-20 years and everything returnes to government
operation.  They may issue new contracts then or start to run it themselves
(Depends on what happenes in 10-20 years)
