Even better is the GNU Image Manipulation Program (The GIMP).   It 
comes free with Linux distributions, which are also free (but you need 
Partition Magic, a Boot Manager, and 2 GB free if you want to install a 
traditional PC Linux on a Windows system).

The GIMP matches Photoshop for functionality, and exceeds it in some 
areas.
