Well what is the answer?

Problem:

Background
Dandenong+/Frankston trains, travel into the city.  At some point in
time, they are too full. 

This povokes the question: where?


Caufield?
SY?
Cherry Ripe?

If the Answer is Caulfield, more trains need to run there. (To FSS,
there are paths available)

Applicable Solutions:   Extra trains to Caulfield, whether terminate
there, or Oakliegh/Cheltenham respectively, which needs to be
determined)

If the Answer is SY, it could be served by either the previous or next
solution.

If the Answer is Cherry Ripe Station (Richmond for those that don't see
it each day)  

Is it from the changing of trains.  Is it from the Sandringham line (Yes
I do have a self interest in this!!) Run 3 car trains in 5 minute
intervals.  This would halve the people changing onto a single loop
train to 1/2, and 
double the amount of FSS trains from PF1)

If it is from others that start the train journey at Richmond, then more
trains to FSS (But I don't think that the loop can carry more than one
train every 3 minutes, which started this discussion in the first
place).

If it is the loop that is the problem, the double the platforms in the
loop (Bifurcate, I what I believe the term is, but....)
