Well it read like Matthew is says that the loco's are fit for use in NSW but
they require approx $80,000 (price of a house) before they are acceptable to
the PTU for use outside that state.

I guess the question is "why the inconsistency?"

Perhaps the work is being done in Melbourne in an effort to ensure it is
acceptable to the local PTU rather than Dynon being the lowest tenderer??

There are always two sides to every story and frequently the truth is
somewhere in the middle.
