It's not fare evasion if you already have a valid ticket. Like a
monthly, or even a two-hour ticket which is valid.

I think 99% might be a slight exaggeration, but it is common for me to
travel into the city along St Kilda Road at lunchtime and see maybe
one or two passengers validate their tickets. A reasonable number buy
tickets - that's those who have remembered to have enough coins - but
almost nobody validates. Don't know how many who don't validate
actually have an otherwise valid ticket.
