As clarification:-

In Vic they are all Homes except the signal that governs the entrance
to a Double Line Block (NSW - block telegraph) section. this signal is
called a starter as it is placed after all points and crossings. As a
rule the first signal at a station is called the Home Arrival and the
last is called the Home Departure.

In NSW they are all Homes except the signal that controls the entrance
to ANY section. This signal used to always be called the starter even
if it controlled a fouling point (eg at the end of a crossing loop).
Later installations have introduced the concept of a Home/Starter.
This is one signal that does two jobs - is controls a
station/points/junction/etc and ALSO controls the entrance to the next
section. Hence it is a Home and a Starter. On the deep south CTC if
the last signal is at the end of a loop it is a Home/Starter, if it is
past the end of a loop it is a Starter and the signal at the end of
the loop (ie the second last signal) is called a Home. As a rule the
first signal at a station is called the Home signal, and each
succeeding signal is numbered - second Home, Third Home, etc. until
the last which is either the Home/Starter or the Starter.

Yes, same in NSW. The rules for getting past a Starter are more strict
than a home.
