Ahhh.. There is always an exception to the rule.  At Castlemaine, the
Starting signal is before the crossovers at each end, and the Up Starter at
Sunbury is before the Facing Crossover.  In both these cases, modern traffic
patterns means there is no need for seperate Starting signals.
