A couple of points:

There was a metroplitain transit authority thing set up years ago in
Brisbane which was something of a flop. Others could tell more of this
as I was not in Qld at the time.

Main Roads and Transport have been separate departments since the
Borbidge Government gained power when the Transport Dept established by
the Goss Govt from the old Transport, Main Roads and Harbours and
Marine  depts was split in two.
