Yes - the Network Control division of CityRail - Station Assistants work for
CityRail Stations - a totally seperate sub-division, with its own
cost-centres, etc. Stations would be rather reluctant to train up a porter
(oops, Station Assistant) out of their budget, only to see him transfer
across to Network Control quickly - yet another example of how splitting
things up totally stuffs it.
