Since guards now work for Network Control, and SAs for CityRail
Stations, you will find that CityRail stations is not at all keen on
the idea of spending thousands to train SAs only to have them go out
Guard almost immediately. I think you'll find that very few SAs get
promoted to Guard inside 12 months, most often longer.
