You also need someone who has even a slight interest in actually cleaning
the loco. At Delec the cleaners jam (to break the crust) a dirty mop into a
bucket of cold dirty water and slop it around the floor of the cab. All this
does it cause a 6inch black mark around the bottom of the walls. All the
cleaners should be sacked and replaced with detailers from the local car
yard. Of course management then have to give them the time and equipment to
do the job properly.
