Easy. Build the sg line to Dandenong, then south from Cranbourne. That way
you serve Dandenong as well.

Queenscliff is not suitable as a deep water port. Aside from that, you
can't get a railway anywhere near the wharf.

Geelong is technically feasable for such an operation.
