VLine loco rerostering

Yuri asked his question just as everything was changing.  The loco fleet
has been partitioned into pass. and VLine freight.
Pass.: all Ns, half the As, half the Ps.
Freight: all Gs, Ts & Xs; half the As, half the Ps.

One immediate effect has been an increase in G-class use on Deniliquin
freights, with no Ns any more (and hence no doo).
Freight working has been cut back from Sale (it used to interwork with
passenger trains; the loco now sits idle all night).
In general, most routes now have fewer but longer freights, retimed around
crew rosters (they are partitioned too).
