Although the local population would not be happy, the best solution to 
Laburnum would be to close it. Such an action would allow the service to be 
speeded up marginally. Of course, they could do the same thing to Heatherdale, 
but all the passengers who drive to that station to avoid paying zone 3 fares 
would have to go somewhere else.
