Everyone seems intent on treating the symptom and not the cause.

The symptom is people darwinise themselves in front of trains.

The cause is that people are unaware that there /could/ be a train. People 
are also unaware that a train can't stop as fast as their car. People are 
also unaware that trains go fast. 

If people were *aware* of the three factors above, they would be more 
cautious about launching their car in front of a train.

Why not educate people not to go across level crossings without making 
absolutely sure there is no train in sight? Some crossings may need lights 
and/or bells to assist in train spotting (blind curve, fast trains as 
examples).

If you project yourself in front of a train closer than a reasonable 
distance, or across red lights, you should be fined, lose your licence for 
good, whatever. The point is, once people know the danger, they will not do 
it.
