But they don't want new passengers!   Do you remember when the PT when
private and the new companies were saying that they wanted to impove
passenger numbers by 80% over the term of their contracts.

They did not mention that they were already using their trams/trains
100% during peak hour so did not have any space left to fit more
passengers on (ever tried catching a 96 during peak?) or mention that
their new rolling stock was going to replace existing stock but not
increase the amount of trains/trams they had.

The only time they have spare space is off-peak, and they will never
increase passenger numbers by 80% during this time no matter what
color they paint their trams or change the train station signs....
