But the problem here is that so many people (most) in the mornings, want
access to the underground stations. Heaps of the easties (and i mean
heaps) would be getting off at Richmond if this were the case. (There are
plenty of Sandringham line and other people coming off of direct trains
changing at Richmond in the morning as it stands).

Conversly in the evening underground customers would be dragged around to
Spencer and then to Flinders only to hold for a few minutes..before
continuing..

It is needed but your option is not viable..I guess it's getting to the
stage where they need extra capacity in the peak hours, but I really think
having the city circle back would be very positive, as well as getting as
many Sandringham line trains through there (the underground) as possible.
