"Everybody had to purchase a ticket" - technically true but logistically a
fantasy during
the O period on the Metro tram service.

On many inward trips from the Fishos to Central the trams were so full from Star
City onwards that
the conductors didn't even bother to work the length of the cars to check and/or
sell tickets...

So this is a different issue - with Cityrail it is a deliberate choice not buy a
ticket from the major stations
on outward jouneys and so it is a fairly clear cut case of fare evasion.

But there are real instances where passengers are happy to buy a ticket - but
there is no
opportunity to do so. Could this have been the situation in the mountains?
