Try Weekly Notices 9/00 and 10/00 (6.3.00 and 13.3.00)
(or SW.028/2000 and SW.038/2000)

At the very end of SW.38/2000 is says what the current Safeworking is,
and also somewhere in SW.28/2000 says "Electric Staff remains in force
on the West Line" right after saying about the East Line (Dual Gauge)
being Automatic Block Signalling.

There is about 24 pages of stuff there on the whole SG from Spencer
Street to Newport.
