This is a big problem throughout Connex (an perhaps Bayside too) at the
moment. At stations where there are emergency signal panels, a lot of staff
members haven't been trained in how to operate them, some do not even have
any safeworking capabilities.

The staff at Preston are meant to know Bell panel, and are paid a higher
rate, but the reality is that none of them know how...

management at Connex appear to be aware of this, and are starting a massive
drive to get many more SOs trained in safeworking.
