There are many parents also, who will not offer any money to their child 
for study, travelling, food or whatever. Those that fall into this category 
either have to leave school or get a part time job to make the money 
required to get nothing more than an education. Once again, even if their 
parents won't pay them, the government will not hand out any money for any 
reason, short of the child being forced to leave home due to abuse, etc.

Howard and his social security 'reform'...
