There have been a number of incidents out in Westyland (Pendle Hill area) where
the guard's emergency tap has been opened at the back of the train.  The guard
goes back to investigate, and his bag gets stolen from the 5th car.

There have also been incidents of bags getting stolen from locked cabs near
Flemington sheds.
