I can understand VLP refurbishing some of the H sets, perhaps LH32 and
LH33 which are quite high capacity. They would be more useful on
Interurban services such as Ballarat and Traralgon, but even with new
seats they might be a bit cramped for Mildura or Bairnsdale.

It's more likely that any refurbished H sets would be used to release N
sets for longer distance trains.
