Are you sure about this .?
I though it was the merging of SRA,RAC and RSA back into one.
Its still vertical integration , and effectivly given that RAC,SRA and RSA all 
now have the same boss,its been effectivly achieved anyway.
All that is now required is to sack a heap of CEOs.
