If you have a sqiz at the Train Control Agreement in NSW, you will find that
the policy continually says passenger trains have preference..... that is
until you get to Section G, where they then say that train movements are at
the sole discretion of the Train Controller... So in reality, it is up to
the Train Controller who stands and who doesn't.... depends which company he
prefers...
