But the modifications are VR modifications. Most of the locos in the museum are in VR
condition, and they shouldn't be modified. When you start modifying the locomotives you no
longer have a VR loco. Apart from the museum, the only other locomotives are in parks or
running. At least one example of every surviving loco should be kept in VR condition, and the
museum is the place for this.
